Abstract: The construction of indicator systems is the basis to evaluate effectiveness. Traditional methods are simple improvement of AHP, but they are facing challenges. The new revolution of data and evaluation are coming with the System of Systems (SoS) operation and the big data. This paper describes and analyses existing methods of constructing indicator systems, which include principles, frameworks and concrete meanings. Finally we conclude with the shortcoming of these methods and put forward the direction to improve.
