Abstract：Networked operation system of systems contains the operation elements of reconnaissance, command and control, defense, strike and support, which is bonded by the information flow and logic flow. On multi-layered heterogeneous networks, targets, links and mechanisms are considered in the attack planning for key targets. Due to the facts that the whole system works as a unity and di erent nodes are dependent on each other, attacking a single node will cause a large-scale cascade failure. In order to obtain the maximum of operation benefits and reduce the cost in the course of actions, attack planning should be made to design the attack order and targets combination. This paper combines the key targets with optimization theory, which can be used to guide the attack planning for key
targets in the decision making of operations.
