Abstract:Current models of the C2(Command and Control) network cannot reflect the networks complex structure. To solve this problem, this paper used complex network theory to describe the hierarchical structure and associative relationship, and proposed an edge-link strategy based on the nodes' own properties and network properties. The former consists of nodes communication transmission ability, task-cooperative ability and distances among then. The latter is described by the hierarchy and betweenness. Based on traditional tree models, these properties were used to establish command edges in institutions, cooperative edges between institutions and bypass command edges to build Flattening Command and Control Network. Simulation results show that this model is factual, and has the characteristics of small-
world and free-scale. The cooperative command capacity improves, and so do the command effciency and the survivability.
