Abstract With the rise of the platform economy, the digital twin system has been formed, the social uncertain interaction is growing exponentially, the ability of social management and governance is greatly challenged, and the complex system has become the front focus of scientific research. The digitalization of security scene is a new way to solve the complex system of social governance. Based on the “OODA”, the Integrated Command and Dispatch provides a systematic support from the aspects of theory, technology, engineering verification, standards and specifications. The Integrated Command and Dispatch is a methodology to solve the contradiction between supply and demand in security scenarios, which is universal.
