Abstract: With the sustained launch activities and the population growing of orbital debris, the space tra±c safety problems become more and more serious. The current approaches for space surveillance and safety control cannot satisfy the practical requirement any more. Based on the analysis of the development of space traffic management and control technology, the risk of avalanche e®ect due tounordered development of space tra±c was discussed. A modeling method for space traffic from the aspect of overall parameter was proposed, as well as the scheme of self-organized control.
