Abstract: With the continuous development of the theories and practices of information warfare, ones promote the joint mission planning vigorously, at the same time, the problem of how to work with the operational design in the traditional sense leads people's deep thinking. By researching basic concepts, decision-making thinking, plan-making process and planning the ways of operations in the operational design and operational mission planning, we proposed the thought that the operational design is mainly for the planning of wars, while the operational mission planning is to use intelligent and engineering method to design wars. We pointed out some important points of views such as with the standardized application of operational plan-making process, operational design are considered as campaign design idea and method in the operational mission planning.
