Abstract: The rising events of popular hero in the centre of epidemic situation of COVID-19 are analyzed with command and control mode. Further to macro recount, two di erent modes between Chinese resist epidemic and World resist epidemic, strengthen “Centre” and reduction “Centre”, are expounded with its e ects in resist epidemic. On which the challenge of command and control in military fields are put forward in era of intelligence, the background, conception and mechanism of mode about edge command and control are advanced. Centre C2 is still essential mode for macro military systems in era of intelligence; Edge C2 is equally essential for macro military systems to handle the uncertainty events. The command and control system of combat units are done with the requirement of Edge C2 rising, such as combat action units to C2 units or C2 units to combat action units. In the past, OODA loop is the only theory guide for combat units command and control systems design and application, in the future, this guide is not suitable for coming battlefield. In era of intelligence, C2 system of combat units is required to combine OODA loop with PREA loop, and realized interchange between OODA loop and PREA loop quickly.
