Abstract: The concept of “mosaic warfare” proposed by the US Defense Advanced Research Projects Agency (DARPA) is leading the transformation of new operational concepts of the US military. This paper introduces the concept of mosaic warfare into the architecture and command and control of naval warfare, puts forward the architecture and command and control concept of naval warfare based on mosaic warfare, and constructs a new type of all-area naval combat network with on-demand service, flexible organization and rapid response. Guided by the idea of ”decision-making centered warfare method”, it aims to study how to make decisions faster and better than the opponent in naval warfare, so as to form asymmetric advantages against the enemy in naval warfare.
