Abstract：Because of the important role of command information system in modern war,the countries in the word has spared no effort to develop this area all the time.Improving the performance index is the most direct way to improve system performance.This is a topic which is worth studying that how to choose the index which has a greater impact on system performance under the conditions of limited fund to carry out targeted construction and development. The paper
has a preliminary study of the topic. Grey target theory is used to calculate index contribution degree and the result is reliable.
