    联合全域指挥与控制机理模型及应用分析

    Mechanism Model and Application Analysis of Joint All-Domain Command and Control

    • 摘要: 关于联合全域指挥与控制(command and control, C2)概念研究, 其基础理论指导即观察- 判断- 决策- 行动(oberve-orient-decide-act, OODA)环, 但这一理论并没有涵盖全域C2 的关键活动, 这些活动包括作战规划、作战管理、作战评估等等. 为解决这一矛盾现象, 运用体系C2 过程机理即筹划- 准备- 执行- 评估(planning-readiness-execution-assessment, PREA)环探索联合全域C2 机理模型, 主要创新点包括:以PREA 环为指导, 建立了跨域作战C2 活动的一般过程;基于跨域C2 过程机理, 建立联合全域C2 机理模型──多域多环嵌套, 从联合全域作战筹划、部署准备、行动监控、作战评估4 个环节建立每个闭环过程的嵌套与交互关系;围绕多域多环嵌套的核心, 建立了联合全域C2 的作战管理架构和信息保障模式. 并以海上合成编队为例, 运用全域C2 机理模型, 剖析海上合成编队多域多环嵌套共生、并发异步运行框架, 基于这一框架对海上合成编队的指挥控制模式进行了设计. 结果表明PREA 环对联合全域C2 过程机理描述是完整的, 全域C2 机理模型──多域多环嵌套可用于指导海上合成编队C2 活动及系统建设运用.

       

      Abstract: The underlying doctrinal guidance for joint domain-wide command and control(C2)concept is the OODA loop, but this doctrine does not cover the key activities of domain-wide C2, including operational planning, operational management, operational assessment. To resolve this paradoxical phenomenon, this paper adopts a completely different research approach, i.e., exploring the joint domain-wide C2 mechanism model by using the system C2 process mechanism (planning-readiness-execution-assessment, PREA loop), and the main innovations include: using the PREA loop as a guide to establishing the general process of cross-domain operational C2 activities; establishing the joint all-domain C2 mechanism model based on the cross-domain C2 process mechanism - The nesting and interaction of each closed-loop process is established from the four links of joint domain-wide operational planning, deployment preparation, operation monitoring, and evaluation conversion; third, the operational management structure and information security model of joint all-domain C2 is established around the core of multi-domain multi-loop nesting. And taking the maritime composite formation as an example, using the machine model of all-domain C2, we analyze the multi-domain multi-loop nested symbiotic and concurrent asynchronous operation framework of maritime composite formation and design the command and control mode of maritime composite formation based on this framework. Through the exploration of joint all-domain C2 mechanism based on PREA loop, it is found that PREA loop is feasible for joint all-domain C2 concept study; PREA loop is complete for joint all-domain C2 process mechanism description; all-domain C2 mechanism model-multi-domain multi-loop nesting can be used to guide the C2 activities of maritime synthetic formation and system construction application.
