Abstract：The security and control for electromagnetic spectrum is directly connected to the national security and the construction of spectrum-dependent systems, which is a crucial factor of the modern command and control. This paper analyzes the development demand for the security and control for electromagnetic spectrum after introducing the concepts and their connotations that relate to the security and control for electromagnetic spectrum and its anti-control measure, especially elaborates the key problems and development trends in detail and presents the development countermeasures and suggests which will provide some new ideals promoting the fourish of security and control for electromagnetic spectrum.
