    基于 PREA&OODA 的边缘指挥控制模式框架及关键技术

    Edge Command and Control Mode Framework and Key Technologies Based on PREA & OODA

    • 摘要: 针对智能时代战争复杂系统所面临的不确定性(uncertainty)、多样性(diversity)和复杂性(complexity) , 提出一种基于PREA&OODA 的边缘指挥控制(command and control, C2) 模式架构, 架构的核心组成部分是“中心平行 C2” 和 “边缘自主 C2” . 中心 “中心平行 C2” 连接现实指挥中心和边缘作战体系, C2 过程以 PREA 环主导; “边缘自主 C2”对组织边缘作战单元处理突发应急事件或任务, 其载体为边缘作战单元, C2 活动过程在 PREA 和 OODA 之间切换. 设计了基于 PREA&OODA 的边缘 C2 模式架构, 包括现实 C2 中心的集中 C2、云端中心平行 C2 和边缘自主 C2, 模式架构支持边缘作战单元行动执行与 C2 两种角色的转换和共存, 能够维持全局体系运行的连续性和稳定性, 增强其适应性. 这一模式框架可指导“多域战” 、 “决策中心战” 和 “马赛克战” 等新作战概念的实施, 尤其是在关键要素——C2 上, 为新一代指挥信息系统的构架设计融入人工智能技术, 接入无人作战单元、自主或半自主系统, 提供理论和方法指导.

       

      Abstract: Aiming at the uncertainty, diversity and complexity faced by complex systems in warfare in the intelligent era, an edge(command and control, C2) architecture based on PREA & OODA is proposed, the core components of the architecture are "center parallel C2" and "edge autonomous C2", and its central "center parallel C2" connects the reality command center and the edge combat system, and the C2 process is dominated by the PREA loop. "Edge Autonomous C2" organizes edge combat units to handle emergencies or tasks, its carrier is the edge combat unit, and the C2 process switches between PRERA and OODA. Edge C2 mode architecture based on PREA & OODA is designed, including concentrated C2 of command and control center, parallel C2 of cloud center and edge autonomous C2, The mode architecture supports the transformation and coexistence of the two roles of edge combat units: action execution and command and control, and can maintain the continuity and stability of running of the global system and strength its adaptability. The mode framework can guide the execution of such new combat concepts as 'multi-domain warfare', 'decision center warfare' and 'Mosaic Warfare', etc. Especially in the key elements--in command and control,Artificial intelligence technology is fused into the architecture design of a new generation of command and information system, unmanned combat unit, autonomous or semi-autonomous system are accessed, the theory and method guidance is provided.
