    大语言模型技术赋能的应急管理框架

    Emergency Management Framework Enabled by Large Language Model Technology

    • 摘要: 随着自然灾害、事故灾难、公共卫生事件和社会安全事件等突发事件的频繁发生,大语言模型赋能的智慧应急成为应急管理学科的前沿和热点。大语言模型凭借其在信息采集,自然语言理解、生成和推理等方面的强大能力,能够为应急管理部门提供突发事件预防、准备、响应和恢复的科学依据,在应急领域扮演重要角色。基于大语言模型的特点,以事件类型和应急管理活动过程两个维度构建大语言模型技术赋能的应急管理框架,以框架为指导,探讨了不同类型事件的应急管理活动大语言模型技术赋能的途径与方法,包括预防阶段的潜在风险识别,准备阶段的应急预案生成、事件监测识别,响应阶段的应急指挥决策以及恢复阶段的应急过程复盘总结。大语言模型技术赋能的应急管理框架为智慧应急提供了一种建设思路。

       

      Abstract: With the frequent occurrence of emergencies such as natural disasters, accidents, public health events, and social security incidents,etc. LLM enabled intelligent emergency response has become a frontier and hot topic in the field of emergency management disciplines. With its powerful capabilities in information collection, natural language understanding, generation, and reasoning,etc. large language models can provide scientific evidence for emergency management departments in the prevention, preparation, response, and recovery of emergencies, and can playing an important role in the field of emergency. Based on the characteristics of large language models, an emergency management framework enabled by large language model technology from two dimensions: event types and emergency management activities. Guided by the framework, the ways and methods are explored for large language model technology to enable emergency management activities for different types of events, including the identification of potential risks in the prevention stage, the generation of emergency response plans and the monitoring and identification of events in the preparation stage, the decision-making of emergency command in the response stage, and the review and summary of the emergency process in the recovery stage. The emergency management framework enabled by large language model technology provides a construction idea for intelligent emergency response.
