Abstract: The new capabilities are proposed in view of the army information transformation and information system development and application status. The concept and connotation of the interoperable, understandable and compliant are analyzed speci¯cally and the new mutual model is built, which can regulate the ability target of military information system to meet the challenge of the new technology, new mode and new demand, and accelerate the progress of informatization construction of the army.
