Abstract: The collaboration between equal policing subjects is a common solution to solve cross-area law enforcement, which is fit for general policing actives. However, coordinated development strategy of Beijing, Tianjin and Hebei, steps into deepen direction gradually and presents a social form that crossed by complexity, uncertainty and risk and the countermeasures to the accompanied cross-problem. Collaboration model shows departmentalism and inefficiency inevitably. While undertaking the public security system of“integration of departments and regions at different levels, by regions primarily”, as for such reality problems as time co-occurrence, space mutual feedback, organization differences, institutional weakness and others of regional illegal and criminal activities, the path of docking is proposed for the time alignment, space interpenetration, organizational construction and institutional forming and shaping of the policing joint operation command cross-region. The effects of highly effective configuration of policing resources of Beijing-Tianjin-Hebei region and emergency response to conflicts are improved.
