Abstract: To meet with the requirement of command and control (C2) in complicated sea emergency rescue, this paper discusses the basic concepts and capability requirements of C2 in sea big data emergency rescue, analysis the C2 model and command information flow of sea big data emergency rescue, designs the C2 system of sea big data emergency rescue, and proposes the key system and technology of sea big data emergency rescue, which serves as a reference to the construction of C2 system for sea emergency rescue in big data era.
