Abstract: This paper focuses on the issue of the construction of Mission Planning System (MPS). The conception of MPS is identified, and levels of MPS are imaginatively divided. Then, the characteristics of the development in the United States army are given, and mechanism to the success of the warfare is elicited. The evolution course of the air warfare MPS in the United States a ords us lessons, and three suggestions for the construction of MPS are put forward, which are the operational missions should be listed, the scientific methods to the success of mission should be made, and the infrastructure should be intensified.
